Brief Scope

of Services

Provide statewide professional engineering, program management, and technical support services for DOTD toll collection systems and facilities. Services may include planning, engineering, inspection, evaluation, design, maintenance support, system operations, project management, procurement support, and construction document preparation for tolling facilities and related infrastructure. The Consultant may provide studies, analyses, inspections (including underwater bridge inspections), surveys, conceptual development, cost estimating, plans, specifications, bidding documents, and engineering recommendations for maintenance, repair, modification, replacement, or improvement projects. Services may also include oversight and technical support for toll system development, installation, operation, Requests for Information (RFIs), Requests for Qualifications (RFQs), Requests for Proposals (RFPs), presentations, meetings, and review of work prepared by others. All engineering documents requiring professional certification shall be prepared under the supervision of, and stamped by, a Professional Engineer licensed in the State of Louisiana. The Consultant shall perform other related professional engineering and tolling support services as authorized by DOTD under the terms of the contract.

CE&I Services.

The Consultant may be required to create and/or assist with deliverables from the FEMA CAP-SSSE TSF Playbook, V.4.1, including developing floodplain management processes, conducting workshops and training for local officials, updating references and strategic plans, creating SOPs and templates, promoting flood risk products, and supporting Risk MAP activities such as hydrologic and hydraulic modeling, engineering analyses, floodplain mapping, and community engagement, ensuring compliance with FEMA's guidelines and standards.

The Consultant will provide the necessary staffing, equipment, and resources to supplement DOTD resources in the monitoring of debris removal, reduction and disposal contracts as a result of natural or man-made disaster(s) / event(s).  On an as needed basis the consultant will be given a Task Order to provide necessary staffing, equipment and resources to: (1) assist and support the assigned DOTD Project Manager(s) in the inspection and monitoring of debris removal, reduction and disposal contracts on DOTD State Owned / Maintained Routes.  (2) document debris removal, reduction and disposal contracts with Automated Debris Management System (ADMS) in lieu of paper load tickets, while keeping a record of any significant events that occur with the removal contractor(s).  (3) provide an electronic database accessible through an internet portal to process, store and query all data, including photographs, field documents, haul truck certification, etc.  (4) provide automated electronic GIS data compatible with DOTD's ArcGIS system showing the status of debris removal.

Mechanical and Electrical Inspection of Movable Bridges, Tunnels, Pump Stations, and Facilities ME/EE Systems statewide.  Develop repair details, recommendations, cost estimates, and plan reviews.

Consultant shall provide all services required to produce preliminary and final plans for full size plan design and pavement preservation project design.

Bridge load rating of state bridges. Bridges include simple, complex, and moveable bridges. Develop bridge repair strategies and details. Overweight permit review. QA checks, and updates as needed, of existing AASHTOware BrR files. Bridge Load testing. Limited field inspection of bridges as need for rating. Training for in-house staff on bridge rating topics. Studies into bridge rating related topics to assist in policy decisions.

Statewide LPA Project Management Support Contract

The Consultant will support implementation and delivery of projects within the DOTD Local Public Agency (LPA) Program, providing project management assistance, coordination with local entities, and monitoring of project progress to help ensure timely and compliant delivery.

Off-System Bridge Project Administration & Technical Review Services for Multiple Project Numbers

Project administration and technical review services for off-system bridge projects.

IDIQ for Electrical and Mechanical Engineering Services for Operations Repair Projects

This IDIQ contract is intended to provide electrical and mechanical engineering services to DOTD Operations at movable bridges, pump stations, tunnels and possibly facilities. These services could include condition assessment, design, and construction support. Structural engineering support incidental to mechanical and electrical components may be needed as well.

CE&I services for the construction and realigning of The Temp Ramp for Dakin Project into a ramp connection to Earhart Expressway from L & A Road as well as improvements to L & A Road.

Provide CE&I services for a grade separated bike/pedestrian bridge over LA 47.

CE&I for Shared vehicular-bicycle lanes, widened sidewalks, sidewalk extensions (bump-
outs) at intersections and select mid-block locations, enhanced streetscaping and
landscaping, new lighting, pedestrian and bicyclist amenities, enhanced wayfinding along approximately 0.458 miles of roadway.

Act as Project Engineer for project and coordinate with the DOTD District 02.
