LPA/CE&I Training Requirements for CE&I Services Contracts

For Construction, Engineering & Inspection (CE&I) Services advertisements, the CE&I Project Engineer must be identified in Section 14 of the consultant’s DOTD Form 24-102, and must successfully complete the Local Public Agency (LPA) Qualification Program: Construction, Engineering & Inspection course prior to proposal submission.

  • DOTD Requirement: Proof of completion (certificate or self-certification) must be included in Section 20 of DOTD Form 24-102 and will serve as the official record of the CE&I training for the contract. If additional CE&I Project Engineers are assigned after contract execution, they may not begin work (i.e., incur hours) until training is completed. Hours incurred prior to completion will not be recognized by DOTD.

Note: DOTD sets the requirement; LTRC/LTAP provides the training and maintains the course content.
