LPA/CE&I Training Requirements for CE&I Services Contracts
For Construction, Engineering & Inspection (CE&I) Services advertisements, the CE&I Project Engineer must be identified in Section 14 of the consultant’s DOTD Form 24-102, and must successfully complete the Local Public Agency (LPA) Qualification Program: Construction, Engineering & Inspection course prior to proposal submission.
· DOTD Requirement: Proof of completion (certificate or self-certification) must be included in Section 20 of DOTD Form 24-102 and will serve as the official record of the CE&I training for the contract. If additional CE&I Project Engineers are assigned after contract execution, they may not begin work (i.e., incur hours) until training is completed. Hours incurred prior to completion will not be recognized by DOTD.
· LTRC/LTAP Course Information: The course is offered through the Louisiana Transportation Research Center’s Local Technical Assistance Program (LTAP).

§ PDHs may be offered with in-person certification; or
o Online via LTRC’s YouTube Channel: LTAP LPA Online Training with self-certification form: LPA CE&I Training Self-Certification Form.
§ No PDHs are offered with the online self-certification
Note: DOTD sets the requirement; LTRC/LTAP provides the training and maintains the course content.
