What is a GeauxPass?

GeauxPass is a toll transponder that is linked to a prepaid account. The GeauxPass transponder and associated account allow you to use Louisiana Toll Facilities without having to stop to pay the toll. Tolls are deducted electronically from a prepaid GeauxPass account and keep drivers moving.

 

To keep you on your way, we use “in-lane” tolling technology. This system allows drivers to pay tolls without having to stop and exit their vehicles and offers a toll-by-plate system for customers without a pre-paid GeauxPass account to receive an invoice by mail at the address where the vehicle is registered.

What are the types of GeauxPass accounts that can be opened?

1. Toll Local: This account type is for residents of Plaquemines Parish, Grand Isle, and Port Fourchon. If you wish to open a Toll Local account, call the GeauxPass Customer Service Center during normal business hours at 1-866-662-8987 or visit the Customer Service Center at 1821 South Alex Plaisance Blvd. (Hwy. 3235) Monday to Friday from 8 a.m. to 4 p.m.

2. Toll Accounts: These account types are prepaid accounts designed for individuals or businesses.

3. Registered by Plate: This is a temporary prepaid account created with your license plate for use on a Louisiana toll road. This account type is valid for 30 days.

How does the GeauxPass account work?

When your GeauxPass account reaches the low balance threshold, the minimum amount required to open an account, a deposit is necessary to keep your account active. If you have a credit/debit card or e-check (bank account) on file, you can elect to enroll in the “Auto Replenishment” program.

 

For customers signed up for auto-replenishment, GeauxPass will charge the customer’s credit/debit card or e-check to fund the GeauxPass account automatically based on users defined threshold. Customers are responsible for keeping the credit/debit card or e-check information on the GeauxPass account updated.

How does GeauxPass transponder work?

The GeauxPass transponder is mounted on your vehicle’s windshield. When the vehicle drives beneath the overhead electronic toll collection equipment, called gantries, the equipment sends a signal to the GeauxPass and the toll is collected electronically, deducting the appropriate toll amount from your GeauxPass account.

 

You may use your GeauxPass transponder on LA1 and on future Louisiana toll facilities. You can also use your GeauxPass on the Lake Pontchartrain Causeway Bridge; however, you will need separate GeauxPass and Causeway accounts. No out-of-state toll transponders will be accepted at this time.

 

Getting a GeauxPass transponder is easy! Visit online at geauxpass.com or download the GeauxPass mobile app on Android or IOS. Call the Customer Service Center at (866) 662-8987 or go in-person to 1821 South Alex Plaisance Blvd. (Hwy. 3235) Monday – Friday from 8 a.m. to 4 p.m.

Do I need to register my trailer(s) that I tow with my vehicle?

Yes. Although you just need one GeauxPass transponder for your vehicle, the license plate number of the trailer you are towing must be visible and registered on your GeauxPass account.

Why did I receive an Invoice if I am a GeauxPass customer?

You could have received an invoice for one of the following reasons:

  1. The GeauxPass transponder was not read.

  2. The vehicle had a license plate that is not registered on your account.

  3. You have insufficient funds in your account.

 

If you receive an invoice, log on to the GeauxPass Website or mobile app to update your account. Alternatively, call the GeauxPass Customer Service Center during normal business hours at 1-866-662-8987 or visit the Customer Service Center at 1821 South Alex Plaisance Blvd. (Hwy. 3235) Monday – Friday from 8 a.m. to 4 p.m.

I don’t have a GeauxPass account and someone else was driving my car at the time of the notice. Do I have to pay?

Yes. Owners of vehicles are responsible for any toll regardless of who was driving at the time.

I don’t have a GeauxPass account. If I do not pay the toll, what happens?

If you fail to pay the toll, an invoice will be sent to the vehicle owner. Invoices are due in 30 days from the issue date.

What should I do if I receive an invoice or violation notice?

If you receive an invoice or violation notice, you can resolve it on geauxpass.com, by visiting the Customer Service Center or by calling GeauxPass customer service during operating hours at 1-866-662-8987. If you are not a GeauxPass customer, your notice will include instructions on how to become a customer while resolving your notice.

Can I dispute a violation notice?

Yes. Violation notices are sent to the vehicle owner. All hearing requests must be submitted in writing to the address on the notice.

LA 1 Bridge - Grand Isle & Port Fourchon

Can I use my Causeway account and Transponder for the LA 1 Bridge?

Your Causeway Toll transponder can be used to travel on the LA 1; however, you will need both a GeauxPass and Causeway account.

Are there additional account fees at LA 1?

How do I qualify for the LA1 Resident Discount (Toll Local Account)?

Toll Local Account

 

To qualify for the LA1 Resident Discount, a customer must provide proof of permanent residency in Grand Isle. Toll Local accounts must have all vehicles registered in Grand Isle and/or Port Fourchon. You will need to provide a document verifying your address. Here are instructions to do so:

 

  1. Create a new account.

  2. Once your account has been created, go back to the homepage, then click on “Manage My Account” from the options on the right.

  3. At the top of the page, click to see the drop-down options for “Contact & Support.” Click on “Web Inquiry.”

  4. Fill in all fields of the Web Inquiry, being sure to include your contact information and a note in the comments about seeking the discounted rate. Then attach your proof of residency by using the “Attach File” upload feature.

  5. Click “Submit Inquiry.”  A Customer Service Representative will contact you to finalize the discount on your account.
    • Documents accepted to provide proof of residency must have the same legal name, address, and license plate number (if applicable) as your GeauxPass account. Both of the following documents are needed to provide proof of residency in Grand Isle and/or Port Fourchon.:
      • Vehicle registration
      • One of the following documents:
        • An official Louisiana driver's license
        • Proof of homestead exemption
        • A voter registration card

 

Once qualified with a good-standing account, the customer will receive free passage on LA1 with a valid GeauxPass in accordance with Louisiana Revised Statutes § 47:820.5.7.

How do I qualify for the LA 1 Commuter Discount (non-resident)?

To qualify for the non-resident commuter rate drivers who take LA 1 must make a minimum of 20 trips in a Class 1 vehicle over a period of 60 days and have a GeauxPass account in good standing, with preloaded funds of over $20 or be enrolled in the Auto Replenish program. Once the driver meets the threshold, the discounted fare is automatically applied to their account of that GeauxPass in the system. The non-resident commuter discount is 40%. The discount will only apply to Class 1 vehicles and be applied to the toll assigned to your account.

How do I qualify for the LA1 Recreational Boat Discount?

To qualify, customers must provide the license plate of the boat trailer and the towing vehicle, along with proof of boat and trailer registration.

 

Once qualified with a good-standing account, customers pulling a recreational boat with a valid GeauxPass will pay the Class 2 toll rate on LA1 in accordance with Louisiana Revised Statutes § 47:820.5.4.1.

 

Note that recreational boats do not include commercial vessels or those carrying paying passengers.

How do I qualify for the Disabled Veterans Discount?

To qualify, customers must provide an official Louisiana driver’s license and proof of vehicle registration. The vehicle must be registered in the disabled veteran's or spouse's name.

If the license plate is not a Disabled Veteran, Purple Heart, or Military Honors plate, one of the following must also be included:

  • Service-connected card
  • Documentation showing disability status

Once qualified with a good-standing account, customers receive free passage on both LA1 and LA23 with a valid GeauxPass.

Submitting Documentation for Discounts

The easiest way to submit documentation is via GeauxPass.

  1. Go to Manage my Account and sign in.
  2. Navigate to the Web Inquiry Form.
  3. Ensure contact information is correct.
  4. Select the reason: Resident Discount.
  5. Include all details with license plate info in the comments.
  6. Upload the required documentation.
  7. Click Submit Inquiry.

After submitting, an email with a case number will be sent. If you do not receive it, please call GeauxPass at 866-662-8987 to confirm receipt. GeauxPass will follow up with confirmation of qualification.

LA 23 Bridge - Belle Chasse

Are there additional account fees at LA 23?

  • For each account funded with a credit card, a 3% processing fee will be charged on Belle Chasse (LA23) transactions. GeauxPass accounts funded by check, e-check, money order, or payments via the PayNearMe retail network do not incur card processing fees to your Belle Chasse (LA23) transactions but additional retailer convenience fees apply. PayNearMe participating retailers include Ace Cash Express, CVS, Dollar General, Family Dollar, Walgreens, and Walmart.

What makes up the LA 23 toll rate?

Bridge operations and maintenance (including existing tunnel and bridge operations and maintenance from 2020 to 2025, as well as 30 years of new bridge operations and maintenance), toll collection and operations costs and repayment of the capital incurred to construct the bridge and demolish the prior structures are among the items included in the toll.

Are tolls charged if there is a hurricane or evacuation?

During hurricanes the LA 23 bridge will remain open as long as it is safe for travel, and the Secretary of Transportation has the authority to suspend tolls.

If there is an increase in the gas tax, will any portion of those funds be used to reduce the tolls and/or its term?

If the gas tax is increased, its revenue will be allocated by the Louisiana State Legislature. The P3 contract allows for the State to make future contributions to reduce the LA 23 toll rate or shorten the toll term.

Do maritime vessels pay a toll at LA 23?

No.

What will the LA 23 toll rates be over the 30-year term?

Toll rates over the term vary by the classification of vehicle and whether the user has a transponder account or not. A discounted rate is also offered to residents of Plaquemines Parish who provide proof of residency when establishing their GeauxPass account. Tolls will rise annually at least one penny, totaling 6 cents per each 5-year period. Toll rates will also continue to increase by that year’s Consumer Price Index (CPI) for all rates except the Plaquemines Parish Resident rate. The toll rate for Plaquemines Parish residents will remain $0.26.

Is the DOTD making any financial contribution to the Project?

The DOTD secured and is contributing $103.9 million towards the construction cost of the Project from the following sources:

  • $12.5 million in Grant Anticipation Revenue Vehicle (GARVEE) bonds
  • $45 million INFRA Grant
  • $12 million in federal funds from the Regional Planning Commission
  • $34.4 million federal/state funds allocated to DOTD

In addition, the DOTD will contribute $875,000 annually during the operating term, which eliminates indexation on the tolls charged to local users with a transponder.

The DOTD elected to allocate these funds to the Belle Chasse project rather than allocate them to other infrastructure needs in the State.

Why was a public-private partnership (P3) project delivery method selected?

The P3 delivery method allows the funding to be in place to begin and construct the project more quickly. The developer secures the remainder of the initial project funding. Additionally, it provides a better value to the State by transferring more project risks to the private partner and creating incentives for the private partner to innovate and deliver more economical construction and long-term maintenance strategies.

 

  1. The developer is at risk for on-time and on-budget delivery of the new bridge
    • The project budget includes third-party debt along with $30 million of equity directly invested from the developer, committed for the full term of the project.
  2. Bridge condition guaranteed for the full term of agreement
    • Performance and maintenance standards are put in place during operating term, and the developer can have its contract terminated and lose its investment for not complying

  3. State of Louisiana always owns the bridge and shares in any revenue. The developer absorbs all loss of revenue.

  4. Alignment of interests between DOTD, the public and Plenary
    • Long term repayment of private capital ensures commitment to long-term performance of asset for full repayment of at-risk capital
    • Effectively a guaranteed 30-year warranty

  5. The P3 structure incentivizes a long-term mindset during design and construction, leading to higher quality and lower overall costs than a traditional procurement

Is anyone exempt from paying tolls at LA 23?

Per Louisiana statute, the following users will be exempt from paying tolls [while they are on duty], if they have a GeauxPass transponder:

  • Public mass transportation vehicles
  • Parade or group transportation of the Boy Scouts of America, Girl Scouts of America, and Camp Fire Girls (minimum group size of 15)
  • Firefighters (including volunteer)
  • State police and other emergency vehicles with lights
  • State militia
  • Private vehicles of disabled American veterans.

Is there a discount for individuals who travel across the bridge multiple times a day?

No

How do I qualify for the LA23 Belle Chasse Bridge Plaquemines Parish Resident Discount (Toll Local Account)?

To qualify for the Plaquemines Parish Resident discounted toll rate, you will need to provide a document verifying your address. Here are instructions to do so:

 

  1. Create a new account.

  2. Once your account has been created, go back to the homepage, then click on “Manage My Account” from the options on the right.

  3. At the top of the page, click to see the drop-down options for “Contact & Support.” Click on “Web Inquiry.”

  4. Fill in all fields of the Web Inquiry, being sure to include your contact information and a note in the comments about seeking the discounted rate. Then attach your proof of residency by using the “Attach File” upload feature.

  5. Click “Submit Inquiry.”  A Customer Service Representative will contact you to finalize the discount on your account.

Once qualified with a good-standing account, customers will receive the discounted resident rate on LA23. The resident rate is subject to annual adjustment.

How do I qualify for the LA23 Belle Chasse Bridge Militia Discount?

To qualify, customers must provide proof of Louisiana National Guard (LANG) membership, including a LANG Toll Waiver Memorandum and matching driver’s license.

 

Qualified customers receive free toll passage for the first 90 trips per calendar month on LA23 with a valid GeauxPass.

How do I qualify for the LA23 Belle Chasse Bridge Firefighter Discount?

To qualify, customers are validated against the approved firefighters list. Please contact a GeauxPass representative to establish an account.

 

Full-time and part-time firefighters receive free toll passage for the first 40 trips taken within each calendar month on LA23 with a valid GeauxPass.
