Since 2017, DOTD's ITS Section has leveraged a Connected and Autonomous Vehicles Working Group to:

 

  • understand the safe integration of CAV into the Louisiana transportation system
  • identify opportunities to support the safe and efficient operations of CAV
  • understand actionable steps DOTD ITS can be taking to support CAV operations, including from an infrastructure investment perspective
  • identify institutional needs and resources, including technical expertise, to manage and operate CAV in the State of Louisiana

 

The CAV Working Group is comprised of at least one representative from every section within DOTD,  generating a wide range of perspectives and insight into the opportunities and challenges associated with CAV adoption, including roadway design, maintenance, safety, traffic engineering, data management, and  beyond.

 

Through the CAV Working Group, DOTD ITS is committed to building a strong foundation of knowledge about CAV technology readiness, and policy and governance considerations to better inform DOTD ITS decision-making around CAV across different sections. This includes considering how CAV fits into DOTD ITS operational and management priorities.

 

Louisiana's Connected and Autonomous Vehicles Laws

 

Act 318 – 2016 Regular Session

 

To enact R.S. 32:1(1.2), relative to motor vehicles; to define "autonomous technology" for purposes of highway regulatory provisions; and to provide for related matters.

 

Act 310 – 2018 Regular Session

 

To amend and reenact R.S. 32:81(B) and (C) and to enact R.S. 32:1(95) and 81(D), (E), and (F), relative to vehicle platooning; to authorize non-lead motor vehicles in a platoon to follow other motor vehicles in a platoon closely; to exempt non-lead motor vehicles in a platoon from operating such vehicle in a manner that allows sufficient space to enable any other vehicle to enter and occupy the space between any motor vehicle in a platoon; to authorize platoon operation upon approval of an operational plan by the Department of Public Safety and Corrections and the Department of Transportation and Development; to provide for rulemaking authority; to provide for a prohibition against platoon operation; to provide for definitions; and to provide for related matters.

 

Act 232 – 2019 Regular Session

 

To enact Part IX of Chapter 1 of Title 32 of the Louisiana Revised Statutes of 1950, to be comprised of R.S. 32:400.1 through 400.8, relative to autonomous commercial motor vehicles; to provide for definitions; to establish the controlling authority for autonomous commercial motor vehicles; to provide relative to applications to operate an autonomous commercial motor vehicle; to provide relative to requirements of operators; to establish the reporting requirements following an accident; to provide relative to remote drivers and teleoperation systems; to provide relative to liability and jurisdiction; and to provide for related matters.

 

Act 268 – 2022 Regular Session

 

To enact R.S. 32:378.4, relative to low-speed autonomous motor vehicles; to provide for regulatory exceptions for automated vehicles; and to provide for related matters.
