ESF-3 Public Works and Engineering

The ESF-3 (Emergency Support Function 3) role for the Louisiana Department of Transportation and Development (DOTD) supports Public Works and Engineering within the state's emergency management framework, as outlined in the National Incident Management System and Louisiana Emergency Operations Plan.

During disasters like hurricanes or floods, DOTD's ESF-3 responsibilities include assessing damage to transportation infrastructure (roads, bridges, highways), clearing debris from roadways to ensure access for emergency responders, implementing contra-flow plans to facilitate evacuations, repairing or restoring critical systems, and providing engineering support for structural assessments or emergency construction.
