Legislation

Pursuant to La. R.S. 48:250.3.1, the Legislature authorized DOTD to develop and award contracts using the PDB contracting method.

PDB is a delivery method by which DOTD selects a design-build team early in the project lifecycle based on qualifications, then collaboratively develops the design with the team in phases. This method allows flexibility and cost control throughout the design process before finalizing a construction price and moving into the building phase.

Reasons to use PDB

  • Early collaboration between owner and design-builder to align goals and priorities
  • Flexible, phased design approach allowing iterative refinement and innovation
  • Accelerated project delivery is possible by starting construction before full design completion
  • Transparent pricing and cost control through open-book estimating and validation
  • Reduced change orders and disputes with early stakeholder involvement
  • Enhanced risk management through progressive decision-making and shared problem-solving
  • Greater adaptability to evolving project needs and constraints
  • Stronger team alignment with an emphasis on trust, communication and partnership
